Composite Suspension Insulator Selection Guide

A tender-focused method for checking voltage duty, mechanical load, end fittings, pollution design and document availability before quotation.

A composite suspension insulator is a one-piece overhead-line insulator built around a load-bearing fibre-reinforced resin core, a polymeric housing and permanently attached metal end fittings. It carries conductor tension between a tower or pole and the line hardware, so selection cannot be reduced to nominal voltage or overall length. The project must define the highest voltage for equipment, required withstand levels, specified mechanical load (SML), fitting geometry, pollution conditions, installation loads and the exact design covered by qualification reports. IEC 61109:2025 is the product standard for composite suspension and tension insulators on AC systems above 1,000 V and DC systems above 1,500 V. IEC 62217:2025 supplies common definitions, design-test methods and acceptance criteria for polymeric high-voltage insulators, while the IEC 61466 series covers standard strength, end fittings and selected dimensional or electrical characteristics.

This guide is for utility, EPC and distributor teams reviewing a tender or RFQ before it reaches a factory. Its purpose is to expose missing inputs early. A technically plausible catalogue item is not automatically bid-compliant: the report edition, tested design family, fitting combination, pollution basis and submission timing may decide whether a quotation is usable.

Procurement rule: Do not ask only for an “11 kV composite insulator” or a “45 kN polymer disc.” Send the complete project specification and document schedule. Voltage, SML and coupling type are separate selection gates.

Step 1

Start with system voltage and insulation coordination

The first input is the project’s highest voltage for equipment (Um), not just the marketing voltage printed in the BOQ. Required lightning impulse and power-frequency withstand levels come from the utility specification and the project’s insulation-coordination study. IEC 60071-1 describes the general procedure for choosing rated withstand voltages, but the line-design authority remains responsible for the values used on an overhead line.

Do not derive a complete insulator specification from nominal voltage alone. Altitude, conductor arrangement, clearances, grading hardware and the electric field at the end fittings can change the required design. IEC 61109:2025 now includes guidance on electric-field control for AC composite insulators; at higher stress levels, the need for grading or corona hardware must be reviewed as part of the assembly rather than added after purchase.

Step 2

Define the load case before choosing SML

SML is a declared mechanical characteristic of the insulator. It is not the allowable everyday conductor load and it is not a substitute for the utility’s structural load combinations. The purchaser should provide the governing longitudinal load, vertical load, wind and ice conditions, broken-conductor case, safety factors and any non-standard bending or compression imposed by the assembly.

Mechanical inputs to state before selecting an SML class
InputWhy it mattersEvidence to request

Service and exceptional loadsShows whether the selected class meets the project safety philosophy.Utility or EPC load schedule, including wind, ice and broken-conductor cases.
Load directionComposite suspension units are primarily tensile members; bending or compression needs separate review.Assembly drawing and connection geometry.
Installation loadsStringing, handling or misalignment can create loads absent from steady-state calculations.Installation method statement and temporary-load limits.

Watch the wording: “EMS,” “SML,” “failing load” and “routine mechanical test load” are not automatically interchangeable. Use the definitions in the tender and cited standard edition; unresolved terminology is a clarification item, not a safe assumption.

Step 3

Lock the end fittings and interchangeability

IEC 61466-1:2016 includes standard strength classes and principal dimensions for ball, socket, tongue, clevis, Y-clevis and eye couplings used on composite string insulator units. The correct designation still depends on both ends of the insulator. “Tongue and clevis” is incomplete unless the drawing defines which fitting is at the line end, which is at the structure end, the pin or hole dimensions, orientation, locking parts and interface with the purchaser’s hardware.

This is where otherwise suitable quotations fail. A matching SML does not guarantee a matching coupling. Ask for a dimensioned outline drawing and cross-check it against the line hardware schedule before approving a product code.

Fitting at each endBall, socket, tongue, clevis, Y-clevis or eye, with orientation.Correct insulator supplied with the wrong assembly direction.

Corrosion protectionCoating system and project acceptance criteria.Non-compliant hardware despite electrical fit.
Step 4

Select creepage and shed profile from site pollution

IEC TS 60815-1:2025 provides the general framework for evaluating site pollution severity (SPS). IEC TS 60815-3:2025 applies that framework to outdoor polymer insulators, including the path from reference unified specific creepage distance to the USCD of a candidate insulator and corrections for altitude, diameter, shed profile, position and parallel units.

A single mm/kV value copied from an old table is not enough. State how SPS was determined, whether the environment is coastal, industrial, desert or mixed, the altitude, installation orientation, washing or maintenance practice and whether the housing material is treated as a hydrophobicity-transfer material under the applicable specification. The 2025 edition recognises HTM behaviour, but that is not permission to reduce creepage without the standard’s material and correction-factor basis.

Engineering boundary: IEC TS 60815-3 does not cover the effects of snow or ice on polluted insulators. Projects with icing must add their own environmental and mechanical requirements.

Step 5

Map every requirement to a document

Standards overlap, but they do different jobs. A bid package should say which document governs each requirement and which edition applies. “IEC compliant” is too broad to evaluate.

Use a bid-document gate before requesting price

The fastest way to waste a tender window is to ask for price first and documents later. Before the factory receives an RFQ, classify every required document as available for the exact offered design, available only for a related design, obtainable after order, or unavailable. A report for the same voltage but a different core diameter, housing system, fitting or SML may not satisfy the purchaser.

01Complete tender package — NIT/DNIT, technical specification, GTP or schedule, drawings, BOQ and all corrigenda.
02Exact offered design — product code, Um, SML, section length, creepage, shed profile and both end fittings.
03Design and type-test coverage — standard edition, laboratory, report number, test date and design-family applicability.
04Sample and routine tests — inspection plan, acceptance criteria and records required with shipment.
05Submission timing — documents required with the bid, after award, before inspection or with delivery.
06Commercial boundary — bidder identity, manufacturer or sub-supplier role, delivery basis and internal quotation deadline.

Request Technical Review

Turn the selected design into a quote-ready RFQ pack

The technical selections above need to reach the supplier as one controlled package, not as a series of disconnected messages. Use the table below to distinguish confirmed requirements from missing inputs. This is a procurement worksheet, not an additional IEC clause or a guarantee that a supplier can quote.

One RFQ line, one drawing revision, one requirements register
RFQ fieldProvide or mark unresolvedHow to handle a gap
Application and electrical basisAC or DC, system voltage and Um, required withstand levels, line position and site conditions.Ask the design authority for the approved electrical basis; do not infer it from a nominal voltage.
Mechanical and dimensional requirementsSML, creepage distance, section length and any assembly or installation constraints.Keep units and dimension definitions explicit; an overall-length figure is not automatically the specified section length.
End fittings and drawingFitting at each end, interface dimensions, orientation and a controlled drawing revision.Request the missing interface drawing before claiming interchangeability.
Standard and acceptance evidenceProject standard editions, GTP, required reports, covered design and submission stages.Confirm document availability separately from product suitability; record deviations for purchaser review.
Quantity and delivery scopeQuantity per item, spares, delivery destination and the requested commercial basis.Separate line items and ask whether partial supply or an alternative is acceptable.
Project stage and deadlinesBudget study, tender or purchase; buyer's role; tender and internal quotation deadlines.State which deadline governs. A real tender does not establish the sender's procurement authority.

If only a standard reference model is available: identify that reference and ask whether a non-binding budgetary indication with stated assumptions would be useful. Do not present an unreviewed equivalent as a compliant replacement or a formal project quotation.

Prioritise the first clarification round around three decisions: what exact unit and drawing are required; what documents must exist at each stage; and what quantity, delivery scope and deadline apply. Collect the complete worksheet before a formal quotation request, but group related missing fields instead of sending a long list of isolated questions.

Keep each item marked confirmed, open or proposed alternative, with its source and revision. If a mandatory input or document cannot be obtained in time, pause that line or request an authorised exception rather than filling the blank with an assumption. Product support and quotation timing still require the responsible supplier's confirmation.

Small-quantity RFQs: check availability before promising a quotation

A complete electrical and mechanical specification does not establish stock availability or a feasible production quantity. For an urgent or small-quantity request, review each design separately before promising a quotation date. These are procurement checks, not additional IEC acceptance criteria or a general minimum-order policy.

Availability status is reviewed for each exact design
Supply statusConfirm for the exact requested itemNext step
Matching stock confirmedExact design and fitting interfaces, available quantity, condition and traceability, applicable documents and dispatch readiness.Review the remaining technical and commercial requirements before making an offer. A stock label alone does not establish project acceptance.
New production requiredWhether that configuration can be supplied, the applicable production minimum, any tooling requirements and a feasible schedule.State the supplier-confirmed conditions. Do not copy a minimum quantity or lead time from another design.
Availability not verifiedWho will confirm the stock or production route, and which information is still missing.Keep availability open; do not turn a catalogue listing or an old quotation into a current-stock promise.
Current supply route does not fitThe specific quantity, configuration or timing constraint that cannot be met.Explain the present limitation and stop the current quotation path. Do not imply that the project is cancelled or that all suppliers face the same limit.

Quantities should be stated per design and unit. Different SML ratings, lengths or end fittings are separate requirements; their quantities should not be combined to claim a production minimum is met unless the supplier expressly accepts that basis. Distinguish the complete assembly from an individual unit, and list any required fittings or accessories separately.

For the first clarification, group the questions around three decisions:

  1. What exact design and quantity per item are needed, including any assembly or accessory scope?
  2. Is matching stock essential, or can the buyer consider a supplier-confirmed new-production schedule?
  3. What are the quotation deadline and the required arrival window at the stated destination?

Dispatch readiness and arrival at the destination are different milestones. Record which date is requested and which party has confirmed it; do not treat a planned shipping date as an arrival guarantee.

If the buyer permits an alternative, obtain written agreement to review it and identify the differences for the responsible technical authority. Permission to consider an alternative is not approval of equivalence. Do not substitute a different insulator simply to satisfy stock or quantity constraints.

A non-binding budgetary indication, where appropriate, should state its assumptions and unresolved items. It is not a reservation of stock, a production-slot confirmation or a formal compliant offer. Product support, mandatory documents and quotation timing still require review for the actual request.

Four tender errors that should stop the quotation

Error 01

Using nominal voltage as the full specification

Without Um, withstand levels and the project insulation basis, electrical selection is incomplete.

Error 02

Treating a mechanical number as proof of hardware fit

SML and coupling geometry must both match. One cannot be inferred from the other.

Error 03

Accepting a generic test-report promise

Record whether the report already exists and whether its tested design family covers the offered unit before committing to the bid.

Error 04

Quoting before reading corrigenda

A revised drawing, qualification clause or submission deadline can invalidate an otherwise complete offer.

Frequently Asked Questions

Composite Suspension Insulator Specification FAQ

No. The purchaser should also state the highest voltage for equipment, required withstand levels, SML, load cases, pollution basis, section length, end fittings and document requirements. Nominal voltage alone does not establish electrical or mechanical compliance.

No. The mechanical rating and coupling geometry are separate requirements. The RFQ should identify the fitting at each end and provide the relevant dimensions, orientation, locking arrangement and hardware interface.

IEC 61109:2025 is the relevant product standard. IEC 62217:2025 provides common polymeric-insulator design-test methods, while IEC 61466 and IEC TS 60815 add guidance for strength and fittings, dimensional characteristics and pollution selection within their stated scopes.

Only if the tender permits it. Many bids require existing reports with the technical offer. Record the required submission stage and verify that the report covers the exact offered design before quotation.

Use the project’s site pollution severity and the process in IEC TS 60815-1 and IEC TS 60815-3. Account for the candidate material, altitude, profile, size, installation position and other correction factors rather than copying a single generic mm/kV value.

An incomplete specification may support only a non-binding budgetary indication if its assumptions and unresolved items are stated and accepted. Formal quotation support requires review of the exact unit, quantity, delivery scope, deadlines and mandatory documents; product suitability and quotation timing must not be assumed.
